The Winnetka Village Council is scheduled to vote Tuesday, July 21, on a 19-measure Climate Action Plan that would set the village's first formal emissions reduction target: a 40 percent cut in community-wide greenhouse gas emissions by 2040.
The plan covers four areas of daily life for residents across the village: buildings and energy, transportation, waste, and land use. If adopted at the 7 p.m. meeting at Village Hall, 510 Green Bay Road, it would be the first formal sustainability framework in Winnetka's history.
What's in the plan
The village hired KERAMIDA, an environmental consulting firm, in summer 2025 to lead the plan's development. The work happened in two phases, according to the village. First, consultants conducted a greenhouse gas inventory to identify emission sources and establish a baseline. Second, they defined long-term goals and 19 specific reduction measures, drawing on input from village departments, partner organizations, and residents who attended an open house in December 2025.
The 40 percent target relies on two things: the village implementing its own measures and the broader decarbonization of the electric grid. The village has not released details on what individual homeowners might be required or encouraged to do under each measure, nor has it published estimated costs per household.
Accountability remains unclear
The village itself calls the plan "aspirational," stating it will serve as a roadmap for village leadership. No annual reporting requirements, enforcement provisions, or progress benchmarks have been made public. The full plan document has not been posted to the village website as of Sunday, July 20. Residents who want to review it can file a Freedom of Information Act request with the village's FOIA officer at winnetka.org.
The plan aligns with Pillar 4 of the Winnetka Futures 2040 Comprehensive Plan, the 284-page document that directs the village to establish a sustainability framework and "consider appropriate public resources to guide, manage, and educate the residents" on its value.

Broader sustainability context
The climate plan is not the council's only sustainability move this year. In June 2026, council members directed staff to proceed with evaluating a geothermal heating and cooling system for Village Hall, a project that could serve the building for more than 75 years at a cost lower than replacing the current HVAC system with a similar unit, according to The Record North Shore.
No individual trustees have been publicly identified as sponsors or opponents of the Climate Action Plan ahead of the vote.
